A Pampanga lawmaker has voiced support for the Philippine Animal Welfare Society (PAWS) proposal encouraging local governments to expand access to free spaying and neutering services. The initiative suggests offering tax and business permit rebates to private veterinarians who provide free procedures to indigent pet owners.
PAWS shared that a model ordinance has already been drafted for LGUs, encouraging vets to conduct a set number of free “kapon” services monthly in exchange for incentives.
The proposal builds on previous efforts in Angeles City, where local policies supported animal welfare programs such as free spaying/neutering, anti-rabies vaccination, and responsible pet ownership campaigns.
